Add support for locking and unlocking resources via the WebDAV LOCK and UNLOCK methods. See RFC4918§9.10 and RFC4918§9.11 for more information. Addition of these two methods is being tracked under a single ticket because they are co-dependent.

Ensure that proper authentication and authorization is implemented prior to implementing this feature!
